You could also start some sort of channel (YouTube or TikTok), and offer your services one-on-one. Because some people may not want to click on porn, and some may want to avoid certain marketplaces or shopping sites selling illegal goods.

But regardless, if you want to sell something, you need to identify your audience and their wants/needs, and tailor your product to meet those wants/needs with a return that’s acceptable to you (such as a fee). It’s easy enough to advertise online.

I’d design my tour as a webinar, research keywords on the parts of the dark web you want to focus on, and then create some ads targeted around those keywords.
